(Open Letter to Navi Mumbai Municipal Commissioner Shri. Tukaram Mundhe) “Achhe Din ayenge”….was a false promise until you came into action breaking all the odds. Your continuous efforts made us believe that “Yes…we will soon be living in ‘REAL City of 21st Century’.” Your forceful actions against road side parking, hawkers and peddlers, water usage and sanitation are truly impressive. And the ‘Walk with commissioner’ Initiative is like a dream come true, as we can now openly share our problems with someone who has the ability to solve them. I am writing this because I am immensely hurt by your firm actions against unauthorised constructions in Gaothan area which are initiated without even taking into consideration the background of the situation and its adverse impact of their life. Firstly there was no encroachment like slum, we have constructed houses on our own land (which was excluded acquisition). So you cannot equate it with unauthorised constructions. Yes, we agree it was/is irregular construction which you can regularise by implementing better policies in the public interest. Sorry to say Sir, but you failed to study why these houses of ‘Son of Soil’ are remained irregular for more than 40 years? Your predecessor officers have never implemented the order given by Chief Minister in 1994 to regularise the few houses developed on Gaothan. They have always denied to take responsibility of gaothan development. If authorisation is pending at your end, how can you claim to treat them as unauthorised? You fell short in analysing the past circumstances where the confusion between CIDCO and NMMC led the unauthorised construction. We were kicked like football by both the authorities as none of either were willing to entertain applications for new constructions. Were they expecting us live in old crooked houses? You are punishing us and demolishing our house for the failure on part of CICDO and NMMC (now you). You both failed do the gaothan expansion. You both also failed to fix up Gavthan Boundaries. You were supposed to implement policy announced on January 2010, but you didn’t. Again you and your government failed to pass policy declared in March 14. No policy, no procedure at your end as on date and due which we forced to build houses without permission and you say we are illegal and you will demolish us? You are at fault this time, you completely ignored the fact that PAP have sacrificed their major source of Income by giving away their farms in the hope of development. “डेवलपमेंट तो दूर कि बात, आप तो घर कि छत भी छीन रहे हो”. The consideration for our sacrifice was miniscule and yet not completely fulfilled by Government. It took more than 40 years for government to compensate for our sacrifice of land. This is totally contradictory to your action of demolishing of house by given notice of 30 days. Why so unjust? You should have atleast waited till the enactment of latest GR which was announced in year 2014 for regularisation of PAP houses. It seems that you have taken a hasty decision. Over these 40 years, we added up two new generations and thereby additional members? Do you think the old small house would suffice our extended family needs too? The houses were built as it was a need of time, demolition of same would lead to no roof on our head. We are carrying this burden of illegal/unauthorized house whatever name you call it, since last 40 years. We really don't want our next generation to go through same sufferings. We want some concrete solution. When department was not making any policy for us, then our organization "AagriKoli Youth Foundation" drafted policy for regularisation and the same was presented before your predecessor officers. They appreciated our recommendations and have given positive response. You are hurting us by your actions. You are making the situation worse by demolishing our houses, rather working on the solution. For want of roof, for the want of justice, for the want of our survival, and for the want of amicable solution to our problem, we are forcefully calling for #NaviMumbaiBand. Also, it would be noteworthy to note that few politicians are taking the undue advantages of the this situation. They are putting guns on our shoulder to target you for their personal gain. We don’t believe in their strategy. We want you to keep working for development of Navi Mumbai including our villages. Smart City will happen only if our villages become smart. With this I conclude my letter and I urge you not to demolish our houses built in need but request you to regularised it. Regards, Project Affected Person
