24:11 Terrahkitsune's and Nemenon's suggestions seem the most intriguing. Terrahkitsune's suggestion in particular has a lot of wiggle room. The worst choices of culture might be anything with Hereditary Hierarchy (which, in this case, would be German, Frankish, Roman, or Serer), as those give additional penalties for having a one-star education. The best (for traditions, MAA, unique mechanics) might be Jurchen, Frisian, Old Saxon, or one of the dead East Slavic/Iberian cultures. Jurchen in particular has a unique language (Tungusic), while still allowing you to form the Mongol Empire. Frisian, uniquely, has Battlefield Looters as a tradition. Old Saxon is basically off-brand Norse, with Scandinavian Elective and everything. Might be helpful for actually uniting every random holy site around the world into one kingdom. Nemenon's suggestion (whether or not you'd want to play around Germany again) is notable, as you can show off how to play the diplo game, but in general, historical roleplay as some important dynasty might make for a unique campaign. Start as the Askaniens and form Russia, the Wettins to take England and Belgium (or everything they historically ruled), the Komnenos, whatever. BigDickens is on the right track when it comes to a unique campaign, though this is basically Bactria+, given that forming Bactria already exists as a decision in-game, even if not requiring Greek culture. If linguistics is what got you into this particular campaign, why not try something the other way around? Starting as a Tocharian or Saka character (like the Hephthalite Hunas in India in 867), expand into Greece/Anatolia or the Pontic Steppe (and potentially hybridize with Alan); real proto-Indo-European hours. Otherwise, you could look at the CK3 wiki page on Culture for unique hybrid culture names and unite the Balkans as an Aromanian or Dalmatian character. Always kinda disappointed that Albanian (Arberian) and Gothic cultures didn't make it over from CK2, so maybe there's something you could rectify there. Revive the legacy of Teuta, as well as Illyrian culture and (female-dominated?) religion, with traditions allowing you to raid and dismantle the Italian states and Byzantine Empire. Do what you want to do, but if you're asking for suggestions, make what you do unique or at least cool as hell. This Prussia campaign was clearly executed with passion, understanding of the game, and with good roleplay in mind. Keep it up.

It is just extremely rare for some reason, and it can be a really good one. +5% lifestyle experience, +15% fascination progress, and +15% development growth are really good if you want to do tech and development focus. Though I guess if you're really focusing on it then you often hit 100% fascination progress so that bonus can be somewhat wasted.

Livonia lost the first war for Germany, and didn’t manage succession (when the ruler was 64) for the second war so the kingdom split and when they won the second war they almost immediately lost it to populists. That was a rough 13 years or so of back-and-forth. Remember to manage your domain lol
