Uh, you know he played Vaas in live-action promotional videos leading up to Far Cry 3's release right? If Ubisoft Montreal wanted to make promotional material like that it's kinda important for the sake of consistency that they look similar dontcha think? Besides, it's not an effortless endeavor to create an accurate digital representation of someone without it looking like an uncanny valley plastic doll, nor did U.M. just copy his face & call it a day, they darkened his eyes, gave him a scar, etc. so it's not like they neglected the aesthetic design. Oh & let's not forget that the character Vaas didn't even *exist* in the game before Michael Mando auditioned for a part, so making the character look like him can also be interpreted as the developers paying tribute for providing inspiration for the character.
