So I have a dumb ass question. If you roll it the way they show you can't remove the inner bag from the outer bag. So he rolled the enterback first and then roll the outer??

You are correct, the inner bag IS the water proof liner and installed if you roll the bottom you can remove it. You can remove it before your roll the bottom and use both bags separately.
