During peak summer we can use cold water to grind ,so that fermentation process slows down little bit. Usually during summers, batter raises very very fast but we dont get have sour taste in batter due to fast fermentation. After grinding with/without cold water , we should not refrigerate the batter before fermentation. Once fermented you can refrigerate and store the batter upto 10 days. If weather is cold or normal, avoid cold water to grind the batter If you are grinding the batter in mixer instead of grinder, you can use cold water during any season of the year. This cold water doesnt heat up the mixer while grinding batter other wise mixer gets heated up fast and inturn the batter in mixer also gets heated up, this results in hard idli when we steam it. My God, I use 1 cup urad dal to 1and half cup rice .still idli comes hard. If I use 4: 1 proportion like you , my idlis will become hard like cricket ball.
