Valentin Perednya drove a motorboat through the streets of Zarya, a small village about 9 miles southwest of Orenburg. The water from the spring snowmelt flooded the area, reaching the first-floor windows of houses. Perednya mentioned that the rising waters were expected, but he feels authorities didn't take enough steps to protect the area. The floodwaters affected many settlements in Russia's Ural Mountains, Siberia, Volga, and parts of Kazakhstan, as major rivers like the Ural overflowed, rising more than 66 centimeters beyond their usual levels.
