How do we decide that how much unit of one commodity has to be sacrificed to gain one unit of another commodity?

by allocate the hours of labor available for production I think.

It depends upon nation's preferences as in, for eg if Japan thinks they are better off producing computer since that is what their society needs they will produce it. Similarly if US thinks that they are better off producing wheat since their economy needs it eg - if they are facing a shortage, they will go ahead and produce it.
