Being a rabid Doctor Who fan, my initial thought was Frobisher from the comics. True, he's a shapeshifter and not truly a penguin, but that's the form he normally kept. "...Madagascar" completely slipped my mind until reading this post, but I will say I swapped my mental image afterwards.
