We were enemies like few years during winter war and WW2. Before Finland was part of Russia, and after we're just neutral. Can't tell we are old enemies. I could say Poland fits in this role better.

I would watch an anime about the personification of countries. Funded by their governments to develop them to serve their people and as icons at odds with each other to serve their countries interests. Starting from WW1 (S1), WW2 (S2) and Cold war (S3). Maybe Arab Spring spin off, Korean War spin off and Scramble for Africa spin off.
