The point of the game is to take down major systems using tools at your disposal. Much as I hate to say it, this game could've benefitted from a morality meter. Only instead of Criminal / Vigilante like the last game, Domestic Terrorist / Activist would've worked here.

That's kind of the point this time around. You can play it in a way that makes sense with the story if you want, but you don't have to.
