I think the blue mannequin might be an actual member of the circus but he glitched and would also mean someone abstracts during the candy canyon kingdom adventure

Theory, we only have ONE new character, the art dummy. They are shapeshifters that turn into the NPC characters that the adventures call for by Caine. Such as the Gloink Queen, that was just one of the art mannequin dummies turned into that form for that particular adventure.

Also for the mannequin guy you can also see he has a different and smoother texture then the normal ones

No , the blue mannequin is just an NPC and it's pretty obvious, Because there should only be 6 members in the circus, that's why Pomni appeared in the circus, because Kaufmo abstracted. Every time a character abstract, a new character appears. This is a theory. I researched it more and more and found that it is somehow logical. I repeat and repeat...this is a theory, and if you think about it you will see that it makes sense
