From what we see, signora just acted tough when odds were with her, we saw her real side when she was completely cornered, failing to find any way of escape, betrayed by her own comrade and now going to be beheaded by the Shogun. Originally she was gonna talk the shogun into giving gnosis but traveller interrupted and got her killed, still at her end she desperately goes for the gnosis, we can see the fear in her eyes and how she was on good terms with other harbingers. She's really well written

And when the Delusion factory incident happened, the time Yae gave the gnosis to scaramouche and never showed up to the Fatui again, is pretty funny, imagine how angry signora as she burns in hell

This looks way more like the phantom troupe from hunterxhunter, they are also numbered and have a leader but he doesnt control them, they simply respect him and follow his orders. Muzan controls every demon, he created them and they fear him. If they dont do as he says he kills and replaces them. The phantom troupe leader is obviously the strongest and the founder of the group but he sees the others as his family and wouldnt hurt them, hes actually a really nice dude for a criminal (kinda like childe). If you never watched HxH 2011 I highly recommend it, its one of the best animes ever made.

I put Capitano way up there based on Childe's line "maybe I'm ranked too low for him to notice me", which otherwise becomes funny because they would then be exactly one rank apart. If Arlecchino is to be #2, I'd put Capitano at #4 at least, which moves Dottore to #7 (which is unlikely IMO), thus moving Marionette to #10.
