It's not a hololive rule, but more so being safe for the idols, they want the idols to be accompanied with people who they are sure will not cause controversy. Usually they don't collab outside due to the work needed to do a check on the people.

I think that's just sykkuno wanting to keep it "secret", although he literally comments on many gura tweets.

@@YourAverageBunny its actually because they are "idols"(idk how to say) . they can't state the names so ppl can't ship them because that'll affect their status. i think there are also some boundaries. they never made a colab maybe because the shipping will get out of hand. and new viewers who don't know, would go to her stream and spam things. (stream hopping). which is awfully rude for both streamers. being shipped is not appreciated by both sides if they have not revealed any relationship. its best to ship in one's own mind than spillin em all out as ogs and understanding fans of Sy will toxic the sht out of u.
