DLC characters were likely all planned together, Joseph and Josuke both neee dialogue with the entire cast, and Takehito was already there to do lines for the other three, Jotaros VA probably would've cost more money than it's worth

0:17 What exactly is DIO doing here? It looks like he's striking the back of a bullet with the arm of the hammer of the revolver before putting it in the cylinder and firing, but what's the point of that? I'd imagine he's still able to fire the gun in stopped time since he's touching the objects (similar to how he can throw knives)

Notice the little electricity that sparks out of it, I'm guessing he's pulling a Kraft Work. Basically giving the bullet a little more oomph before letting it fly.

He's using the time stop to make sure the bullet will hurt as hell while THE WORLD is punching at the same time.

Well I guess since striking a bullet's end will make it go off, he doesn't have to pull the trigger anymore, just simply aim the gun and it will automatically shoot once time starts again.
