The show gets its name from the several American composers featured in the program, all set in different Time signatures.
The interview with Director Chuck Smith was after the band won state.

This was my Senior year, I totally cried during the march off.

I think this year is the year to do it. Watching this makes me want to win so bad. After that preformance, I think everyone knew who had won.
