Nope you can layer them after they dry but they will get reactivated if you are not careful or use hard bristlr brushes. Depends on how thick the layers are. A thin layer should dry enough so you can paint over it as seen if you use a normal gessoed surface. What it means when you need to wait for several weeks to varnish or seal it is because delamination or crackling can occur if the varnish cures faster than the layers beneath. You need to wait for weeks to make sure that before you varnish, the layers are really dry so as to create a separation between the layer or varnish and acrylic so they don't bind too well. This works well when you do conservation and restoration as stripping the old varnish could become a challenge if it binds too well with the paints. That's the logic behind their advise to wait for weeks

You can meet halfway and buy Golden retarder and mix it with heavy body, slows down drying time but not as much as Open paints

His talking speed is fine and the music is lower than his voice. You're just slower than most people.
