That was the crux of DS9 - all the characters had complex personalities and past histories that gave them all emotional strengths and weaknesses. No one was "the perfect Starfleet officer/hero" stereotype. DS9 was Star Trek for a more mature and cleverer audience than the other series. I would say that DS9 was designed to make you think first and entertain second whereas the other shows were vice versa.

Andrew Robinson was superb in the role and it was a shame that he never received star billing in the opening credits, as he was easily as essential to the series as Shimerman and Meaney. A pity that he wasn't sold on the Mirror Universe Garak scriptwriting though - I don't think the MU episodes were ever meant to be deep or meaningful, they were just simple, old-fashioned fun and he had a wonderful master/servant comedy dynamic going with Michael Dorn.
