You’d need to turn off the background layer and export as GIF, .MOV (only supported on some programs for transparency), or PNG sequence. Then add to your chosen video editing program.

Or export it as-is and use a blending layer like "lighten" which will only show the brightest of the two pixels that are overlayed. Black will never be shown and white will always be shown.
