In my opinion this is not a tourist location, because it's an actual recreation center that the people of that town use every day. (If you saw the little league baseball game going on in this video, you'd kind of get what I mean.) The staff do not speak English either (or yet, who knows they may someday). If you're a huge Haikyu!! fan like me, I think this place is a must to visit! But I always advocate this to foreigners about traveling in Japan: not everything or place is set up for tourists, and as visitors we should respect that. If anyone is interested in visiting this location, I recommend knowing very basic polite Japanese phrases to ask if you can enter/ask the staff where you can and cannot go within the recreation center. In this video's pinned comment, I replied in more detail to someone who had a similar question about not being able to speak Japanese but still wanting to go. If you're interested in that I recommend checking out the pinned comment thread (^^) hope this helps.
