You've probably figured this out by now, but if not, he's talking about in the sewers you find a room with a note where a guy and a couple of the kids are trapped by infected and he says something along the lines of "If something happens, I'll make sure they don't suffer".

I completely agree with the good/bad endings thing Troy was talking about. I don't want an obvious "good" or "bad." Because then there's no choice for me, why choose the bad if it benefits no one? I want choices similar to the choice in Chapter 9 of Fire Emblem: Awakening. Each one has its repercussions and shortcomings. SPOILERS Sacrifice the girl to one day be able to save the world or Rescue her and lose the world's last hope (Did a horrible job at paraphrasing.) And I started rambling, yikes. Sorry.
