I've seen a paper that postulates an engine with an exhaust velocity of 0.7 c and a thrust of 0.01 g. Both of these values are way higher than what ion/electrostatic drives are capable of. Higher thrust with lower efficiency would be possible by pumping in more matter in an 'afterburner' manner.
