My from wheel has drifted off clockwise, is this pretty much the way to realign to true?

Yes , You would want to undo the the 2 side Bolts and loosen the central one in the stem off also re align tighten the centre one first then tighten the 2 side ones back up

No unfortunately not different diameter of the forks
