My order of operations goes as follows (if somebody is shooting at me) 1. Take cover behind a vehicle 2. Wait for them to walk up to the vehicle, get too close, then hop over and taser 3. If I taser and miss, repeat step 2 until completed or until low on health 4. If I don't have cover, just light them up, don't bother tasering 5. If low on health and tasering isn't working, just light them up before I die 6. If I try tasering them and miss, but get very close to them, spam pepper spray and baton like crazy to mess them up and wait for the proper moment to attempt tasering 7. If they have a sniper, light them up, look around and try to arrest them later
