They take something original from someone else and do their own things with it to help convey the emotion of the writer with the sample, if it wasnt for samples alot of people might not hear the artists they sampled, sampling keeps their music alive, and rock just rips off older rock songs these days anyway. Also rock isnt sampled that often compared to funk and soul.
