Thanks for the question, you have a great understanding of GD&T. You are exactly correct, we are relying on an implied symmetry which is allowed in the ASME Y14.5 -2009 standard. The implied symmetry along with the with the centerlines being basically dimensioned back to the datum features allows the 4-hole pattern to be basically located and True Position to be established. As far as choosing the features to be used as datums, that is left up to how the part assembles with the rest of the assembly. So IF being located to the center of the part is more important that being located to the edges, it would have been better to do exactly as you stated. Thanks for your input!

You are absolutely correct. Dont forget that Rule # 1 would also control the feature of size to its envelope at MMC. However, we could have changed that .750±.010 dimension to a basic dimension and added a profile control to the controlled surface. For this example we were trying to exemplify as many different methods as we could.
