I´d say: "I will arrive IN Cambridge at 5 pm" because If we talk about cities or countries, we´ll use the preposition "IN", However, "I´ll arrive AT Cambridge" it´s okay as long as we refer to The Cambridge University, for example, I mean, we use "AT" as a proposition of specific places :D Research sources: Past English Philip and Isabel´s classes. FCE here I go :´).

I think 'to arrive in' is used with countries, cities, towns, villages etc. For example: 'to arrive in the United Kingdom' 'to arrive in London' 'to arrive in Swindon' But I think that 'to arrive at' is used in any other expressions. For example, if you said "province" instead of saying "Cambridge", "in" could be used, 'cause I said it before, it's a more general view. Estoy en uk y para la universidad te piden el IELTS 6 ó más. El FIRST no vale para nada, está guay tenerlo pero ya está... sino te piden el CAE pero con una antigüedad de 2 años desde que lo hiciste, ósea que sí, a efectos prácticos para España toda la vida, pero a efectos de estudiar en el extranjero tampoco valdría si te lo sacaste hace más de 2 años. Para mi el First ha sido la mayor mentira que nos hemos tragado en España, porque luego para hacer un Erasmus con que te saques el B2 que examina tu propia universidad también vale... ósea que pagar 200 euros para que? Al menos si te presentas a los de IELTs sales con un título bajo el brazo aunque no llegues al B2.

No considero que sea AT porque para ello tendriamos que decir I'll arrive AT Cambridge University at 5 pm. I'd say AT, as I believe we are talking about the Cambridge University, right? I took my First Certificate when I was 16 years old, and I got a B back then... It wasn't a genius grade but hey! En mi instituto preparamos el First, pero por culpa de tener unos profesores que dejaban bastante que desear terminé desmotivándome, pues todo estaba adaptado a la gente que más bien en vez de aprender en clase recibía refuerzo.
