After listening to like 10 hours of how Aqua behaved for a sidetailed otaku extrovert who loves kids in Bunny Garden, I am pretty sure she is just playing hard to get in her own way for Suisei at this point to keep her on the chase. It's also public knowledge that Suisei enjoys the pursuit towards winning over another's heart which only further reinforces this theory.
