How did the colours spread like that? Was it dropped on water and what paper is it?

It looks like it was dropped on water! The wet on wet technique does lend itself to the spread of color you see. They were using what looks to be a cold pressed watercolor paper!

Can it be mixed with epoxy resin for a rivertable? Will the colour last much longer then alcohol ink and is it translucent when combined?
