I just realised. Redwake also has underwater chests. So you can get sunken from the start of the game

Frostmill has some under the docks and underwater in a cavern too, and Ravenna has a handful under the bridge in the water. Their distance is a minus however.

nope, sunken iron requires level 50 and sunken warrior requires level 100

idk if it counts but i did a chart for Forest of Cernunmo "at sea level" and the items from those chests gave me drowned modifiers so maybe doing charts at forest could give sunken maybe?

that'll be because Cernunno is counted as a swamp biome which can also give drowned gear

It only takes like 5 min to 10 min to respawn so just like fishi, do bounty, or find other underwater structure

1/3000 to get any sunken item, so you could get a piece from the Sunken Iron set, a piece from the Sunken Warrior set, the Sunken Sword, or the Sunken Staff.
