This is Season 2, Episode 6a, formerly released during the Comedy Hour period, directed by Hal Sutherland and produced by Norm Prescott, and Lou Scheimer, with Archie monitoring a telephone, and getting earraped by a bell. Throughout, clips of Mr. Weatherbee teaching to paddle in a canoe, Jughead daydreaming about being a captain for a ship, chasing a whale (a submarine operated by Ethel), the kids constructing a dune buggy out of a baby carriage, and various slapstick jokes, called Side Shows.
This episode was included in the Archie's Funhouse Series DVD boxset from 2008.
