There's nothing like that sinking feeling when you think the round is over... only to remember somebody used one of the union cards earlier in the hand, and you watch as initiative and your plans g away...

Great list! I think you undervalue Loyal Engineers abilities in a combat focused strategy. The repair action can be hard to do without having Material since it depends on Construction cards.

I still think it is too context dependent but it probably should just be a B tiered card. The three keys make it very safe and reliable. Material can often be the final thing to push you to victory in building your last city or repairing a ship to gain control of a gate.

I agree with all of these but with an asterisk next to the two Interest cards. They're both very strong for countering the cartels and they especially shine with high-combat + low-city strategies since taxing will be hard and getting a flood of items all at once can take a mediocre turn and turn it into a game defining one - especially if you have a couple loyal cards to give you more action options. They also have some very strong synergies with specific fates in the campaign that need lots of moves or builds. Also any "New Actoions" on guild/lore cards that use move or build pips can synergize well with the influx of resources

correction: I suppose a low city count wouldn't synergize with these cards because you wouldn't have enough item slots open to use them effectively. Regardless their non-prelude action could help in low-city scenarios

That is a good point about countering the cartel cards! I hadn't thought of it that way but it does make it easier to counter them when both are in play.
