Flare guns could be reworked in my opinion, I suggest that Silver adds new "Contraband Dealers" (Equilavent to Criminality's Rebel Dealer) Where the NPC will sell guns like AK, G3, Scar-17, Scar-20 without the level-lock restriction ata reduced pricetag. Here is my idea, since flareguns drop on death since the most recent update I think you should be able to refill your used flareguns at this Contraband dealer (For balancing purposes the refill price would be high around 35k - 50k. This would make use for the used flareguns that just sit around in people's stash.
