A reminder ... the price mechanism fails to clear markets for land, for natural resources and for land-like assets (e.g., the broadcast spectrum, or take-off and landing slots at airports, as no two airplanes can occupy the same space at the same time without rather terrible outcomes).

If for the demand for beef increases due to a decrease in demand for fish, the incentive is the higher price they can charge and sales they can make. The rationing is when prices reflect the amount of scarce resources; a bad crop yield year will cause prices of say wheat to increase which 'rations' the quantity demanded at that price.
