It is quite a narrow minded view, it is steretyping - it would be equivalent to me saying all Northerners in the UK are stingy and penny pinchers. Yes it is applicable to some, but it is unfair to say its all. It's the typical response of someone looking to blame someone else, instead of realising there are shortfalls at home. For example, as a British Pakistani, I wouldnt blame my problems on France, I would look at what is my government doing for us.
