That's not clapping... Clapping by definition takes two hands. He's technically just making a sound, not clapping.

Wesley Thompson hahahaha I think the meaning was kind of lost in translation. The original term was 一个巴掌拍不响, which literally translates to u can’t make a clapping sound with one hand, so technically both of u r right but translating the saying kind of distorted the meaning.
