...I found that the Holden Coupe 60 has not been completely nerfed, and can go 3 mph faster than a max proed MP4/8 at a lower rank (1622). Also my Datsun which is tuned to 0505 5152 is 3 mph faster than anything in 1300 ranks

It only looks like it was nerfed but upgrade it properly and you will see that all cars in that class can kick ass.

I have maxed and proed RENAULT DEZIRE and I easily reached champions league but the thing is that after you cross the rating 1900 tuning kit and starter becomes mandatory
