He is not saying to say this 3 times. He said hu al hayi al qayyum is mentioned 3 times in the Quran (asma of Allah in pair)

This dhikr is 100 times, or more if you want, great reward for saying it. Its what all the prophets said. Lā ilāha illā-Allāh, waḥdahū lā sharīka lah, lahu-l-mulk, wa lahu-l-ḥamd, wa Huwa ʿalā kulli shay’in Qadīr. The one sheikh said is 3 x
