あくまでこの作品の主人公は岸辺露伴だから 第4部と区別をつけたかったんじゃない？ 岸辺露伴は動かないと第4部の世界は違うらしいからね

Sadly the ovas is not on streaming services and also not officially translated so you're gonna have to either import dvds that are Japanese only or torrent some subs (there is a KZfaq upload of the two that might still be up but the subs are rather poor quality and the sound quality on the upload of this specific ova is really weird on the upload". Personally I recommend the Jojo's colored Adventure which has very good subs and pretty nice sound and image quality (at least as far as I could tell)
