koi dry wai nahi hai.. the rich and the _jugaadu_ getting it right under the nose of the law. sometimes even civic administration people themselves get it done. once ( a couple of years back) someone known.. gave a full _khamba_ (bottle) of some foreign liquor and 7-8000 rupees to a SHO or thana in-charge at night duty of some particular station.. just to get someone beaten up under false charges of fraud or theft [their original dispute was property (shop) related .. but a fake custodial interrogation or case was made]
