Anyone being able to top up the balance makes perfect sense, restricting that to only the creator of the subnet is no good. Imagine if satoshi had to interact with bitcoin once a year in some way to keep bitcoin alive.

If a whole subnet gets evicted it could just rejoin as a new subnet

that'd mean subbet has to change it's credentials which possibly can cause disruption in it's operation against other subnets and primary network (mostly the Warp Messaging)
