NGL he was already worthy way back in AoU. Want Proof? 1. Obviously the hammer scene, Mjolnir moved, Thor panicked etc. My theory is Cap saw that and didn't want to embarass him, or ruin a fantastic Endgame moment haha. 2. When Thor had that drink that"is not meant for mortal men" he poured Cap a drink. Yeah, you could blame the serum for him being borderline immortal, but I think that Thor respected him as an equal. 3. If we want to take our evidence back to Captain America: The First Avenger, Steve said he didn't want to kill anyone, he was only enlisting coz he hated bullies etc, and he was willing to defy orders to save his mates, which IMO shows real loyalty. In Conclusion, my theory is that Cap has always been worthy, of Mjolnir, and Thor's respect. Call me wrong but that's my opinion.
