they don't have that much hp, they just don't take damage during the stage 2 to 3 transition. many cuphead bosses use this mechanic to prevent players from skipping a phase entirely, and breaking the fight.

he deals way to much damage compared to normal, the game is coded to start the phases at specific health, this time he kills bosses before the game even triggers the phases
