Hi Hari! It's an awesome question which you asked. The File can be any where, S3 , EBS , your local KMS just an encryption mechanism, only difference is how to do it If in local or any non AWS location then you can use AWS sdk/cli to encrypt If in S3/ EBS then while enabling encryption in the service choose your KMS master key as the key to encrypt.
