The small Vancouver Island town of Sayward has gone through more mayors and city managers than any other local government in B.C. in recent years. As Justin McElroy reports, it has sparked a conversation on whether they should continue being a municipality - or disincorporate and be overseen by a regional government.

Why does CBC allow for comments on trivial problems in Canada but don't allow for comments on serious matters that effect every Canadian. The CBC should be an open source for all Canadians to comment. I got my two cents in.

If it takes you 2 years for chickens in a remote community your doomed like you dont have a grocey store and you wont let peoplw have chickens what is the point in paying the mayor and others sitting there doing nothing maybe if you went to Campbell river they would push that chicken bill through

Here in Alberta, the village of Cayley (about an hour south of Calgary) de-incorporated, becoming entirely dependent on Foothills county. It was assumed that the county would absorb all the costs of maintaining the community, however, the county refused to cover all the costs; the residents still have to maintain the financial burden of maintaining what used to be their village. They essentially gained very little, except they no longer have to support a mayor and council.

I live on an unincorporated island in BC... The island trust run the island, and instead of having one or two crooks living off the citizens we have six people who financially benefit from keeping us a closed society.... Saanich also benefit from us remaining unincorporated....they collect our federal tax dollars we can not collect... We have no collective power, as we are not a village, town, group of towns, or even a rural route or hamlet...we are nothing if we are unincorporated... can't even collect revenue from province or country to do repairs or hire doctors... A very select group benefits from this set up, the rest of us get eye gouged daily...😢

And as Saanich Gulf islands - any revenue in federal taxes collected from us and paid back to the community of 'saanich Gulf islands' goes straight into Sidney and Saanich...next time you are here have a good look around...new schools and hospitals, housing for seniors, single parents, shelters even...all paid for with money the Gulf islands could have used locally...😢

It's too bad. I love small communities like this, but I visited Sayward last fall and can't say I'm surprised. When I saw that their only real grocery store was closed, the writing was certainly on the wall.

That grocery store (in the Village) has been closed since 5 years before I moved away 20 years ago. Businesses close when they are under utilized and can’t afford to exist. When the store was open, people went to town for most of their needs, but wanted the store to be there just in case, it snowed, or they were sick or, or…. A business can’t afford to exist just in case. There is in fact, a grocery store on Sayward Road in the Valley which is handier to traffic on the highway as well as residents in the valley which out numbers the residents of the village.

It's more likely people putting their own desires ahead of what is best for the community. 22 months to decide on chickens, that one is easy, ask the people, if 50% + 1 come back go with that choice, try it for a year and ask again. But someone on the council is pushing their own agenda in stead of working for the people. People get power and change.

Just like everything produced by the CBC this is very misleading you seem to think its remote,, it's less than an hour from Campbell River headlights along the highway to access several other communities, the other thing they didn't mention this is that there's the town of Sayward, But 25 minutes before you get to actual say word there are houses and acreages and they all have chickens the boundary for sayward is very small,,, but most importantly all the people who live out there want to live out there and enjoy living out there honestly if you pay attention they want to get people out of here because it's a poor Contender for 15 minutes City they want to sell you on what a bad place it is how hard it is to live here how miserable it is to live here,, they want you to believe that people shouldn't live here

I liked Saywards location but the prices got higher than Port hardy and it had no infrastructure for employment or supplies so i settled in Hardy the name suits it, but the vibe there is just as depicted in the news.

I lived there long enough to realize it’s a community split into a couple of different factions: the gossiping, confrontational ones and the others who keep their mouths shut and don’t get involved. Not a good combination. Newcomers get gossiped and cold shouldered out, so it stays insulated from the real world. It’s a toxic place located in a beautiful part of Canada. It’s a real shame.

Oh wow that sums up the entire town. It happened in my town too lol. The rich/well off don't think people should have chickens. The rest want chickens. Those in power generally have the money and dont want chickens, so they get their way. Things devolve.

Hey look.I was born and raised here on the Sunshine Coast.Raised in a logging and farming family.I am definitely not rich.trust me it’s the woke newbies that come here from where ever and think they’re in the country that want chickens in residential neighbourhoods.up to 99 chickens on lots as small as 1/4 acre.that’s just stupid and you can’t fix stupid.And eggs are cheaper if you buy them at the store.feed is expensive.building Un permitted out buildings it goes on and on improper handling of chicken sewage right beside another persons house 15 feet away.It gets out of hand as you can plainly see.there is no bylaw enforcement.All the woke newbies think the rules aren’t for them.

People with money need to remember when looking at people with less, "There but for the grace of God go I!!!" They fawked my little town of Mulhurst. Those that had trailers on land for years and were finally able to build cabins decided trailers looked unsightly and put an end to OTHERS doing what THEY had done to get where they are.

@@polarlab113 I Hear You, What do you think the common denominator might be in all of these Villages, The C.A.O. ? The ever increasing cost of living, due to ridiculous Salaries, and Contracts. Engineer Firms receiving million dollar contracts - in Tahsis the new $2 million garage will soon be built to park the old Fire Truck ? Last Summer, there was a 200 meter Cement Block Wall (large preformed locking cement blocks stacked on top of one another - simple ?)installed along the river bank , in which they trucked countless daily loads of Rock Boulders in from Campbell River 150 kms away (There are No Rocks / Boulders in Tahsis ?) - Over $2 million, and they ordered the wrong Cement Blocks that did not properly fit on the pre-existing cement blocks, and they had to use epoxy in between the blocks ? It does not end there, with many overpriced $2 million contracts, and over priced Salaries. Property Taxes are ridiculous, and there seems to be a pattern - Powell River which has the highest property tax rate among places studied also has the lowest average home price. Kamloops, Nanaimo, and Campbell River all have high tax rates, and each of these cities had a home price of less than $600,000.

Its a beautiful little village with so much potential having visited there many times on trips up island. The current Mayor has lasted longer and have got more done since he started for grants and infrastructure, he and the council need to find a way past this and move on. Its location will make it a bedroom community to Campbell river in a matter of years the way Campbell river is expanding.

The whole N. End of Van Isl is in the same state and I'm sure many other parts of rural BC and there's only 1 reason to blame given resource rich, small population and that government mismanagement and broken banking model together combined make it impossible to get a leg up loan to start biz, create jobs and opportunity.

I dont think disincorporating will work for them. I'm sure the cost savings wouldn't be that much as the regional district wouldn't just subsidize all administrative costs for them just cause they're now incororated into them. The money still has to come from somewhere, and they'll probably have even less say over the going ons of their town with just a sole representative added to a larger political body. I can sympathize with the council difficulties they're facing, but as fas as disincorporating, it sounds like to me they want their cake and eat it too. They aren't going to get all of what they're hoping for, I bet. I also imagine it would be a lot of work and time to go back on that decision if it doesn't work out for them. Still, I wish the community the best of luck with whatever decision they make.

SAYWARD HAS A Right TO exist as Long as One Person decides to live there in my opinion. Unfortunately the mayor would be that one person... the current council there May still not be the best fit, trial and error... perhaps Saywad should allow recovery centers to come make more jobs or Retirement homes.... Something to call tourists to visit

I live In a north west community where every single month at minimum 1 in camera meeting but it is beyond out of control. No one knows what’s going on. there should be zero in camera meetings at all. Nothing should be secret in your community

There are times “in camera” is necessary such as when the discussion is about an individual, or possible real estate purchase, a contract and the like. Chickens are not fodder for in camera. The possible inability to agree on chickens may be the fear they will attract more grizzlies and cougars. There have been both in and around houses.

@@fahansen if you live in a wildlife corridor you are already living with wild animals. The easy solution is an electric fence. The bottom line is something is always going to be a predator against chickens, it comes with owning them. Again “in camera” is far too easy to be abused and within knowing the content the “elected officials “ can do whatever they want. Again they should have to provide at least the topic.

In camera doesn’t literally mean “no cameras”. The “camera” in “in camera” stems from latin where “camera” means “room”, like “chamber”. It means “in room”. Doesn’t take much googling to figure this out CBC…

Legally, an 'in camera' meeting is one that is closed to the public, as CBC stated. There is legal confidentiality attached to that.

@@polarlab113 fun fact, the CBC lied about how the Harper Government fell in 2011, saying the budget bill failed. The truth was that they were found in contempt of parliament. A historic event, globally. So, why did the CBC lie to help the Conservatives? Because the CBC bends to anyone in power. This is bad, but all the other media are owned by corporations paid by other corporations for ads. Best to have both CBC and corporate media as they both lie. Getting rid of the CBC would mean that the only voice left is corporate power. We need the CBC and possibly the corporate media. Getting rid of one would make us slaves to the other.

They already did that. It was once Kelsey Bay, and they constantly receive grants. They apply for every grant out there, even Tsunami. The possibility of a Tsunami in Sayward is about 1 in 1 million or less. Sayward Village has embraced victimhood ever since Macmillan Bloedel quit paying all their bills for them.
