I can't open teacher's / counselor's account since it needs a link that will be sent through their email. You should add the email of the teachers in your common app then check the link your teacher gets. Then create teacher's common app account using the link that was emailed to your teacher. The first step is just adding their email in your common app.

Yes, transcript matters for full scholarship. But you can make up for it through essays and international exam results if you are not satisfied with your transcript.

Email them at Admissions@uopeople.edu . Say that you cannot afford to pay that and you are looking for an application fee waiver. They will grant you one after asking you some questions through your email. I have written this in the UoPeople Video description.
