If you are hemming a finished garment start with a long stitch so you can rip it out easily when you get all the way around.

I’m thinking this foot and procedure would be good for making cloth napkins or even a table cloth with that simple turned edge.

Does this foot work if hemming in the round, like a skirt edge?

The hemmer foot works best on a straight edge of fabric for most people. You can certainly try to use it on a circular edge, but please keep in mind that the radius of the circle is a large component in success or failure. The tighter the curve the harder it will be to get an even and consistent hem.
