if their population is genetically isolated and they kept their diving lifestyle, speciation might occur. And of course it will took a lot of time, we are speaking of hundred thousands or millions of years.

They won't grow fins. Their forelimbs will get reduced to fins. However, we won't live long enough to confirm this. Evolution takes a lot of time.

Well it is very possible for a lineage of human exposed to aquatic environments to develop adaptations for swimming, though not likely as it's just a single tribe of diving people, and inbreeding tends to lead to extinction.
