It's more true in smaller, more homogeneous countries like this. Last time i was in thailand, i felt very safe and none of the LOCALS tried scamming, the only scammers there were Indians and other foreigners. It seems to me that scamming and dishonesty CAN be a product of a country's culture, seeing as it's clearly more prevalent in some cultures than others.
