If you are talking about in-n-out beingn a carry, it isn't. Unless you clamp the ball between your wrist & forearm or put your hand completely under the ball, it won't be a carry. However, nowadays, basketball especially in the NBA are portrayed with carries pretty much non-existing and is just ignored way too much using tiny minor excuses to say its legal. And always find ways to get an extra step and call it a gather step😂
