I don't remember it being very difficult, but initially you may have to break the seal that may have formed during storage. Make sure you're turning counter-clockwise (to the left) and if you still can't turn it, try adding some extra leverage by using pliers or a wrench gripped around the valve handle to give it the first turn (extend the knob outward, parallel to the floor, rather than upward, towards the ceiling).

No, the rubber tip nozzle on the outlet prevents the gas from coming out of the tank until the tip is slightly bent, see 0:48. The tip is pre-installed and should not be removed. If you remove the tip, then yes, the gas will come out when the valve is open.

Sometimes they get a little stuck if they're sitting on the shelf a while. You can try using a pair of pliers to grip the handle (along the horizontal plane, not the vertical plane) and give you extra leverage to twist.

Thanks for sharing your experience. Yes, I see there are several different version "kits" of this helium tank being sold at Walmart. The blue box is the "a la cart" version which includes no string or balloons, just the tank. The white and purple box is a "kit" that includes the tank and the white ribbon string. The green box -- the one I have in the video, is the kit that includes the tank, string, and balloons. Somewhere on the box there will be a description of the contents that tells you what is included and what would need to be purchased separately.

The tank inflates up to thirty 9" latex balloons, or sixteen 11" latex/Mylar/foil balloons (since they require more volume of helium)

I'd say 6-8 hours if you have good quality balloons. Some cheaper latex balloons have micropore that allow the helium to escape and these will not stay afloat long. Perhaps a couple hours at most. If you want to give your balloons more staying power, they are sprays that you can add (internally prior to inflating, like hi-float: geni.us/W2TV [Amazon Affiliate Product Link]) or spray on after inflating (you can use hair spray) to "seal" the micropore and make the gas stay inside the balloon for longer. Then it can sometimes stay afloat for several days.

Yes, as long as the tank is sealed and shut off, the helium does not go bad or escape.

The volume of the helium is not given in liters. The standard tank contains 8.9 cu. ft of compressed gas which would convert to ~278 liters.

No special name. Just your standard 9 inch latex balloons. Fill them enough and you should be able to see through them. These were the ones that were included in the box, as I purchased a kit that included balloons and string.

Probably around 30 medium sized balloons would be the most you can get out of it. If the balloons are large probably only 15 or so.

Make sure the knob at the top is open fully all the way. If you're still getting nothing, it may be that you're not pressing hard enough or the tank is actually empty.

Both. The smaller balloons in the video are the 9" one. The larger ones are 11".

No, the tank is not refillable and should be recycled when it is empty.

There are two kinds of sprays. An internal one where you add a few drops of a liquid film which seals any micropores in the balloon, called hi-float: geni.us/W2TV [Amazon Affiliate Product Link] and just your regular aerosol hairspray that you can apply externally in a light coat. I used Tresemme Extra Hold: geni.us/e2OAQ [Amazon Affliate Product Link] No particular reason, only because I already had it on hand. Feel free to use any other kind of hairspray that will create a solid film when it dries.
